New Worlds Reading Scholarship Accounts – Did you know that in the state of Florida you have the ability to choose where your child goes to school? A variety of scholarship options allow you to receive financial aid and choose the education that best fits your child’s needs, including private school, tuition assistance programs, or transportation to another public school. You can also use these three grants to pay for private providers who provide reading support and special needs services outside of school hours.

While priority is given to students who meet certain income guidelines, the scholarship no longer has an income limit, meaning any family in Florida can apply for the scholarship to finance private school, home schooling, and other educational support options.

Scholarships for private schools in Florida are provided through Step Up for Students and the AAA Scholarship Foundation. Changes have been made in 2021, 2022 and 2024, and the Gardiner Scholarship, Mackay Scholarship and Hope Scholarship have been merged into other programs. Below are details about private school scholarship options in Florida.

Although “Step Up for Students” is often used to refer to these scholarships, Step Up for Students is one of two non-profit scholarship funding organizations (SFOs) that provide scholarships and determine student eligibility for the scholarships listed below. All scholarships are administered by the Florida Department of Education.

The Florida Tax Credit (FTC) Scholarship and the Family Empowerment for Educational Choice Scholarship (FES-EO) provide scholarships to families to help pay for private school tuition and fees.

While the scholarship used to be income-based, recent changes allow any family to apply for the scholarship. Priority is given to children from low-income families and children in foster care, as well as returning students.

The scholarship amount varies by province and grade level, but averages $7,800. The scholarship provides tuition and fees for the first payment to eligible private schools, with the scholarship payment sent directly to the school. The remaining funds can be accessed through an Education Savings Account (ESA) and can be used to pay for things like learning materials, tuition or internship fees, exam fees, online courses and more.

When and where to apply The application is the same for both private school scholarships. The AAA (link below) has a handy checklist if you want to make sure you qualify. Families can apply through an approved Scholarship Funding Organisation (SFO):

Family Strengthening Scholarship for Students with Unique Abilities (FES-UA) Formerly Gardiner Scholarship and Mackay Scholarship

The Family Empowerment Scholarship for Students with Unique Abilities (FES-UA) is unlike any other state scholarship because it allows parents to personalize their children’s uniquely abled education by directing funds to a combination of approved programs and service providers. This includes schools, therapists, specialists, curriculum, technology, college savings accounts, and more.

If your child is a Florida student, ages 3 to 12 or 22, whichever comes first, with any of the following disabilities: autism spectrum disorder, muscular dystrophy, cerebral palsy, Down syndrome, Phelan McDermid syndrome, Prader-Willi syndrome, spina bifida, Williams syndrome, intellectual disability (severe cognitive impairment), rare disease as defined by the National Organization for Rare Disorders, anaphylaxis, deafness, visual impairment, dual sensory impairment, traumatic brain injury, hospitalized or homebound, as defined by the State Board of Education and verified by a report from the local school district, or a three-, four-, or five-year-old child who is considered at high risk for developmental delay. The sweat equity allowance, worth $750 for the 2024-2025 school year, can be used to help with transportation costs to a public school other than their assigned school, including magnet schools and charter schools. All students in grades K-8 are eligible for transportation assistance, regardless of family income. Preference will be given to earlier recipients.

When and where to apply? Families can apply through the Step Up for Students website. Sign up to be notified when applications become available.

Florida students who are not full-time students in private or public schools may apply for the Personalized Education Program (PEP). This scholarship provides an Education Savings Account (ESA) to fund the educational needs of eligible students in grades K-12, regardless of family income. Priority is given to students from families who meet certain income criteria, but any family may apply.

Funds can be used for a variety of educational needs, including qualified homeschool curriculum, private tutoring, Florida virtual schools, homeschool courses, internship programs, college courses, and more. PEP parents and guardians must complete a Personal Education Plan/Student Learning Plan for each student before funds are awarded and meet additional requirements listed on the website.

The New World Scholarship Program allows parents with children in public schools to access services for their children in kindergarten through fifth grade who are struggling to read or who are scoring below a 3 on Florida standardized tests. The program gives parents access to educational savings accounts, each worth $500, to pay for tuition and fees related to extracurricular tutoring, summer and after-school literacy programs, reading or literacy-related materials and curriculum.

Applications are processed on a first-come, first-served basis, in the order in which all documents are received. So make sure you apply in a timely manner once the application is available.

The Hope Scholarship program is designed for parents of public school children to find a new learning environment for their children who are victims of bullying or violence. Beginning in May 2024, TheHope Scholarship has been combined with the Strengthening Families Scholarship (FES-EO) and Florida Tax Credit (FTC) programs.

The McKay Scholarship Program is for Florida public school students with a documented disability and an IEP or 504 plan, and the Gardiner Scholarship is for students with a documented disability or medical need. The two scholarship programs are combined into the Family Empowerment Scholarship for Students with Unique Abilities (FES-UA) program.

Local private schools can choose whether to participate in each of the state scholarship programs. You can use the School Search on the Step up for Students website as a starting point to find participating schools, but you should contact the schools directly to confirm which scholarships they accept. Please note that scholarship funding and private school application are separate applications: scholarships do not guarantee admission to a particular private school, and private school application does not guarantee a scholarship.

State school and private school students in kindergarten through fifth grade can meet the requirements based on the following criteria:

Kindergarten Grade 3: Any student identified as having a significant reading deficit if any of the following criteria are met pursuant to rule 6A-6.053 paragraph 12:

Students scored at the lowest achievement/benchmark level established by the publisher during the universal testing period, based on assessments included in the district-approved K-12 Comprehensive Reading Plan;

Students scored at the lowest performance level/benchmark axis
